I thought that it was only really an Australian phenomenon where science teaching is so dull most of the time, when you can opt not to do it, you do (as I did, sad to say). Hence less engineers, science graduates and people enamoured by the sciences generally. Today they claim they are going to throw more money at the education budget here, so hopefully, that is the truth and it inspires better teaching methods.
