i think the idea is that Smart Hulk made his snap “wish” in a way that would consider all that. eg. “bring everyone back safely and not lose what we gained”. The stones have an intelligence and wisdom that can interpret intent. Same reason that 2014 Gamora didn’t dust away at the end after Tony’s snap.
